The room you work in: establishment rules in Florida
In Florida, tattooing — which includes permanent makeup — must happen in a licensed tattoo establishment, and your own application names the establishment where you will work. The establishment holds its own license, passes inspections and needs a biomedical waste permit. Both ANNAZUR locations are licensed establishments.
The part that stops most new artists is not the technique and not their own license. It is the line on the application asking which licensed establishment they will work in.
Two licenses, not one
The artist holds a tattoo artist license. The premises hold a tattoo establishment license. Both are required, and they are issued separately. Having your own license does not let you work from a spare room, a kitchen table or a rented chair in an unlicensed salon.
This catches people out because other beauty services do not work this way. A licensed esthetician can, broadly, work where an employer puts them. Tattooing is regulated as a health matter, and the room is part of what is regulated.
Why the room is regulated
The procedure breaks the skin and produces biomedical waste — used needles and contaminated pigment. An establishment needs a Biomedical Waste Generator Permit alongside its tattoo establishment license, with a proper disposal route rather than a bin.

Inspections look at the physical space and the protocols: how instruments are stored and sterilized, how single-use items are handled, how surfaces are cleaned between clients, how waste is contained and collected.
The order that saves you a month
Sort the approved bloodborne pathogen course first. Then line up where you will actually work. Then apply, in the county where you live — not the county where the studio is.
Arriving at the health department with a certificate and no establishment is the most common way to lose a month, because the application cannot be processed without that line filled in.
What this means for a new artist
You have three realistic options: work in an existing licensed establishment, license your own premises, or do neither and not practice. Most people start with the first, because licensing premises is a bigger project than it sounds and is the wrong thing to take on in month one.

Both ANNAZUR locations are licensed tattoo establishments, which means our students are not left hunting for that line on the form. You take the approved course, we teach the technique, and you name us as the establishment where you will work.
There is a second part to that, and it is the one that saves most people a month. Our permanent makeup training includes Florida licensing assistance: before the in-person days begin, you and your trainer prepare and complete the application paperwork together, so the application is filed early and the license can be issued in time. Florida requires an active tattoo artist license even for a student tattooing a live model in training, so it is the issued license, not the submitted paperwork, that lets that part of the course go ahead. We cannot issue the license — only the Department of Health does that — but we can make sure the application leaves your hands complete.
Unsure where you would work after the course? Ask before you enroll — it is free.
Compliance is a habit, not a form
The training includes a Florida inspection checklist and covers safety, sterilization and workspace setup as subjects in their own right, because an inspection is not something you prepare for in the week it happens.
Rules and county fees change. Confirm current requirements with the Florida Department of Health or your county health department before you apply.

The short version.
- Two licenses: yours and the room’s, issued separately.
- Biomedical waste: needles and pigment need a permit and a disposal route.
- County of residence: you apply where you live, not where you will work.
- The order: course, then establishment, then application.
- We are an establishment: both ANNAZUR locations are licensed, which closes that line on the form.

Can I do permanent makeup from home?
Not unless the premises hold a tattoo establishment license. Tattooing must happen in a licensed establishment.
Does my artist license cover the room?
No. The establishment license is separate and belongs to the premises.
What is a biomedical waste permit for?
Used needles and contaminated pigment are biomedical waste and need a proper disposal route.
Where do I apply for my own license?
In the county where you live, naming the licensed establishment where you will work.
Can ANNAZUR be that establishment?
Yes. Both locations are licensed tattoo establishments.
Does the course cover inspections?
Yes — safety, sterilization and workspace setup are taught as subjects, with a Florida inspection checklist included.
