Permanent eyeliner training requirements in Florida

Quick answer

Permanent eyeliner is regulated as tattooing in Florida, so it requires a tattoo artist license from the Department of Health and work inside a licensed establishment. ANNAZUR Academy in Jacksonville teaches the technique and helps students file the application.

Permanent eyeliner training requirements in Florida

Eyeliner is the technique experienced artists put off longest. The working area is millimetres wide, the client is awake, and there is an eye underneath. Which is why it has to be learned with someone standing next to you.

Pre-training with feedback, not just videos

Thirty video lessons cover coloristics, skin types, skin construction and the analysis of pigments and equipment. Twelve presentations restate the same ground in finer detail. What makes it work is the feedback loop: the pre-training is guided, so misunderstandings are caught before they reach a live model.

The point is blunt — do not waste in-person hours on lectures. You arrive having learned what a screen can teach, and the days in the room go entirely on practice.

Three days, eight hours each

Day one reviews the key theory, goes through equipment, tools and workstation setup, then starts latex practice: hand position, machine control, fundamentals.

Day two is the demonstration. Your trainer performs the complete procedure on a live model from start to finish while you watch, analyze each stage and ask questions, then repeat the technique on latex with guidance.

Day three is your own live model under direct supervision, with corrections as you work, ending in the Certificate of Completion. Days can run consecutively if you are traveling, or be spaced out so you can practice at home in between.

The equipment is a gift, not a loan

The set is yours: a permanent makeup machine, latex skins, cartridges, training pigment and a workbook of a hundred pages. You train on it and then work on it, so there is no relearning the feel of a different machine the week you start taking clients.

All supplies for the in-person practice are provided separately, and you leave with a list of recommended tools and products so the first order you place yourself is fresh stock rather than guesswork.

Nervous about working near the eye? That is the normal starting point. The consultation is free.

Models for your own practice

The program includes models for independent practice and for building the first photographs of your portfolio. That matters more for eyeliner than for any other technique, because nobody books an eyeliner artist on the strength of a brow portfolio — the client needs to see that you work near eyes.

The bonuses are commercial, not decorative

Two video lessons cover ground most technique courses ignore: how to promote yourself in 2026, platform by platform with step-by-step instructions, and how to light photographs and video properly. Add the photography tips, the personalised homework analysis, job shadowing with real clients and a checklist for passing Florida inspections.

There is also a run-through of common pitfalls and of what keeps both artist and client comfortable through a procedure next to the eye, which is a skill of its own.

What a certificate does not do

Permanent makeup is tattooing in Florida. That means a tattoo artist license from the Department of Health and a licensed establishment to work in, and no private course can issue either. We teach the technique and can be the establishment named on your application, since both ANNAZUR locations are licensed tattoo establishments.

Techniques, bonuses and enrollment steps are on the course page.

  • Three days: eight hours each: latex, demonstration, your own model.
